Former Ambassador of Mexico to Canada (up to January 2016); Ambassador of Mexico to the OECD; Executive Director for Mexico at the IMF Board; Vice President of the Mexican Council of International Affairs (COMEXI); Undersecretary of Finance at Ministry of Finance; General Manager of International Affairs of the Bank of Mexico, Financial Director of Nacional Financiera, and Director General of Banco Mexicano SOMEX (now Santander). He was twice Federal Congressman of the Chamber of Deputies, where he served as Chairman of the Commission of Finance. Has taught at the Universidad Iberoamericana, the Colegio de México and at the UNAM, where he was a member and President of the Board of Trustees. He has written several books (e.g.: To grow or not to grow, Convention at the Purgatory, and About the future of Mexico) and articles in journals mainly on economic, international and financial issues, and has been a columnist in major Mexican newspapers (Universal). He has law degree from UNAM and a master's degree in Economics from the University of Cambridge (King’s College). He has recently published a book: Mexico 2018: in search of time lost.
