Jeffrey Phillips is Managing Director of Dawson Strategic, an Ottawa-based consulting firm specializing in evidence-based research on international trade, clean transportation, and digital policy issues. Jeff helps a wide range of public, private, and not-for-profit sector clients understand and leverage the Canadian policy landscape. Jeff also serves as an advisor to OTUS Group, a national management consulting firm, and an advisor to Horizon Advisors, a sustainability focused consulting firm.

Prior to joining Dawson Strategic, Jeff worked at Natural Resources Canada (NRCan) for four years, first as a Policy Analyst in the Energy Sector and later as Advisor in the Deputy Minister’s Office.

Jeff is passionate about entrepreneurship and building a more sustainable world. He volunteers with Carleton University as an Alumni Mentor, Kind Village as an Advisor, and NSRide as a Board member. He is at home in the outdoors, whether it is hiking, paddling, camping or mountain biking.

Jeffrey holds an M.A. Political Science from the University of British Columbia and a Bachelor of Public Affairs and Policy Management (Honours) from the Arthur Kroeger College at Carleton University.
