This paper is a collaboration between The Norman Paterson School of International Affairs at Carleton University, Canadian Global Affairs Institute, and The School of Public Policy at the University of Calgary.

  • Dr. Meredith Lilly is Professor and Simon Reisman Chair in International Economic Policy at Carleton University’s Norman Paterson School of International Affairs.

  • Jonathan Fried served as Canadian Ambassador to Japan and the WTO, and the personal representative of the Prime Minister for the G20 and deputy minister and coordinator for international economic relations on Canada-Asia and global trade and economic policy.

  • Thomas d'Aquino the founding CEO and president of what is now the Business Council of Canada.
